I wonder why The Rocket Racer never caught on?

In the 1970s Marvel and DC Comics were frantically trying to create hip urban black superheroes and villains to appeal to that segment of the population, the only problem was the characters were usually written and drawn by white middle aged men who didn't know any hip urban black people so the characters came off as ridiculous.

Submitted for your perusal; THE ROCKET RACER-- he has an afro, speaks in black jive superfly type speech and races around on a jet powered skateboard.  As someone who rode a skateboard around the time this came out I thought it was completely ridiculous, and now I understand why.
